Dharamshala, Former Himachal Pradesh chief minister and ex-Union minister Shanta Kumar said the growing menace of stray animals in India reflects a serious governance failure.

He questioned why civic authorities and governments had failed to address the issue effectively, despite the Supreme Court repeatedly intervening.

Lakhs of dog-bite cases are reported every year, while stray animals cause traffic disruptions and force farmers to abandon agricultural activities in rural areas.

Shanta Kumar suggested temples could establish Gaushalas to utilise devotees' donations and contribute to social welfare.

He urged the government to formulate an effective mechanism to control the stray dog population through sterilisation drives and designated shelters.
