Uttarakhand is planning a comprehensive framework to regulate mountaineering activities, including mandatory registration of agencies, a minimum age limit of 14, and basic mountaineering courses for guides.

The proposed guidelines aim to avoid accidents and ensure timely rescue of victims, with measures such as mandatory medical fitness certificates for trekkers and insurance cover for agency employees.

The framework also includes accountability mechanisms requiring operators to obtain weather updates before expeditions and ensuring minimum employment of local residents as guides.
