China's cyber regulator has issued draft rules to regulate AI services that simulate human personalities and engage users emotionally. The move aims to strengthen safety and ethical requirements for consumer-facing AI in China. Under the proposed rules, AI providers must warn users against excessive use, intervene when addiction signs appear, and take responsibility for product safety throughout its lifecycle. Additionally, services must not generate content that endangers national security, spreads rumours, or promotes violence or obscenity. Providers will also be required to assess users' emotions and intervene when necessary to prevent psychological risks. The draft is open for public comment, marking Beijing's effort to shape the rapid growth of AI in China.
