Prior to the incident in Minneapolis, he lived near a US Army base in New Mexico and on the outskirts of El Paso, Texas. In 2025, Ross was involved in another incident where a Guatemalan man dragged him over 100 meters in a car, leaving him with serious injuries. The ICE agent involved in the shooting was described as an 'experienced' officer who 'followed his training.' He was assigned to the enforcement and removal operations special response team (ERO SRT) of ICE, a unit known for its high-risk operations.
