Delhi Breathes Easier as GRAP Stage 3 Restrictions Lifted, Stages 1-2 Intensified

In a welcome respite for Delhiites, the Commission for Air Quality Management has revoked restrictions under GRAP Stage 3, effective immediately. However, Stage 1 and 2 curbs will be strengthened in the capital and its surrounding areas due to continued poor air quality.The Air Quality Index (AQI) in Delhi has slowly improved over the past few days, but forecasts indicate that air quality will likely remain 'very poor' in the coming days. In response, the Sub-Committee on GRAP has withdrawn its order enforcing Stage III, which was triggered by severe air quality conditions. Construction sites that received closure notices for violating environmental norms will not be allowed to resume operations without explicit permission from the Commission.The revised guidelines for Stage 1 and 2 measures, issued on November 21, 2025, will remain in place. Agencies across the National Capital Region have been directed to strictly enforce these actions, monitor compliance, and prevent a deterioration in air quality. Authorities have also been asked to intensify enforcement under Stage I and II, maintaining close vigilance in the region.Officials emphasized that while Stage III restrictions have been lifted, the winter season remains challenging due to unfavorable weather conditions. The Sub-Committee will closely monitor air quality and review the situation, taking further decisions based on real-time AQI levels and forecasts.The Supreme Court has approved significant changes to the Graded Response Action Plan (GRAP) for the National Capital Region, introducing short-term measures to address Delhi's winter pollution crisis. Key modifications include tougher rules applying sooner as pollution rises, with public offices operating at 50% staff strength when the AQI reaches 301-400, and staggered government office timings kicking in at an AQI of 201-300.
