India has introduced new SIM-binding rules to reduce cybersecurity risks associated with messaging apps like WhatsApp, Telegram, and Signal. The rules, issued by the Department of Telecommunications (DoT), require these apps to log out users periodically, not exceeding 6 hours, if the active SIM linked to their mobile number is not physically present in the device. The new mandate, which took effect immediately, aims to prevent cyber frauds by ensuring that apps remain tied to the phone number's physical SIM at all times. The DoT has listed 9 app-based communication services, including WhatsApp, Telegram, and Snapchat, which must comply with the new rules. According to the DoT, the issue arises when these apps run on devices without the required Subscriber Identity Module (SIM), creating telecom cyber security risks. The department has warned that failure to comply with the new rules will invite action under the Telecommunications Act, 2023, and other applicable laws. The DoT has instructed all telecom service providers to comply with the new rules and submit their compliance reports within 120 days. The new SIM-binding rules are expected to protect the security and integrity of the telecom ecosystem in India.
