Ahead of the winter session, the Rajya Sabha has issued a bulletin outlining the rules of conduct for its members. The guidelines, aimed at maintaining decorum and respect within the House, emphasize that the Chair's rulings should not be criticized directly or indirectly, either inside or outside the chamber. The bulletin, which has been issued as a standard handbook for lawmakers, also reminds MPs that personal references and slogans are not allowed in the House. The government has previously stated that issues related to the Election Commission of India (ECI) cannot be discussed in Parliament, citing a lack of authority to respond on behalf of the poll panel. Derek O'Brien, a member of the Trinamool Congress, pointed out that there have been nine instances where the functioning of the ECI was discussed in Parliament. He noted that the Rajya Sabha bulletin is a reminder of the importance of following parliamentary precedents and customs.
