A report submitted to the Supreme Court by retired judge L Nageswara Rao has recommended significant changes to the commercial framework of the Indian Super League (ISL). The report aims to make the framework more attractive to potential bidders and preserve the All India Football Federation's (AIFF) regulatory role. The ISL is crucial to Indian football, serving as a platform for professional competition and driver of player development and growth. However, the current framework has failed to attract a 15-year commercial partnership deal. Key recommendations include reducing the minimum guaranteed payment from ₹37.5 crore, restructuring the governing council to provide equal representation to the commercial partner, and allowing the partner to independently manage broadcasting rights. The report was prepared after receiving feedback from prospective bidders, who raised 234 questions on the AIFF's Request For Proposal (RFP). The current framework was deemed too restrictive, limiting its commercial feasibility. The Supreme Court had appointed Rao to oversee the bidding process, and his report was submitted on November 12. The recommendations aim to ensure the continued stability and successful conduct of the ISL through a sustainable and transparent commercial model.
