Ladakh Leaders Present Draft Proposal to Centre, Seek Statehood and Amnesty

Leh Apex Body and Kargil Democratic Alliance Submit 29-Page Draft to MHA Leaders of Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) have submitted a comprehensive 29-page draft proposal to the Ministry of Home Affairs (MHA) seeking statehood and Sixth Schedule status for Ladakh. The proposal also includes a demand for amnesty for those arrested after the violent protests on September 24. According to Chering Dorjay Lakrook, co-chairman of LAB, the proposal has been submitted following a series of talks with Union ministry officials. The talks were initiated after the government ordered a judicial probe into the Leh violence. On September 24, nearly 100 people were injured, including police and paramilitary personnel, in the clashes that erupted over demands of statehood and sixth schedule. The violence resulted in the death of four people and the vandalization of buildings, including a BJP office. Climate activist Sonam Wangchuk, who was booked under the NSA, is currently incarcerated in Jodhpur jail. The Centre has accused Wangchuk of instigating the violence. However, LAB and KDA leaders have maintained that Wangchuk's arrest and incarceration are unjust and have sought his release under general amnesty.
